Manitoba Ombudsman is an independent office of the Legislative Assembly of Manitoba and is not part of any government department or agency. The ombudsman conducts independent, impartial and non-partisan investigations. The mission of the office is to promote openness, transparency, fairness, accountability and respect for privacy in the design and delivery of public services.

Qualifications:

  • Must be legally entitled to work in Canada

  • Satisfactory Criminal Record Check, Child Abuse and Adult Abuse Registry Checks

Essential skills/expertise:

  • Senior management experience plus post-secondary education in a relevant field (such as law, public administration, humanities, social sciences). An equivalent combination of education and experience may be considered.
  • Demonstrated leadership skills including experience developing collaborative teams, managing performance and managing resources (HR, Finance, IT).
  • Demonstrated ability to work and make decisions independently
  • Extensive experience working in, or closely with, provincial and/or municipal governments with demonstrated understanding of government administrative organization and structures.
  • Extensive experience with the interpretation of legislation, statutes and regulations with a demonstrated understanding of the principles relating to administrative fairness and natural justice.
  • Sound judgment and superior analytical skills to lead and support the investigative process; to identify systemic issues; to determine whether maladministration or wrongdoing has occurred and to determine when formal recommendations should be brought to the Ombudsman for consideration.
  • Demonstrated impartiality and ethical behaviour in decision making, which is essential to preserve the fairness and integrity of the investigative process.
  • Excellent written communication skills, including experience writing various reports with analysis and recommendations for a variety of audiences.
  • Strong verbal communication skills, demonstrated ability to communicate to all levels of the organization and external stakeholders.
  • Excellent interpersonal skills, including the ability to build and maintain working relationships with senior executives and trustees.

Desired skills/expertise:

  • Demonstrated knowledge and understanding of the role of Manitoba Ombudsman.
  • Knowledge of the Ombudsman Act and the Public Interest Disclosure Act.

Duties:

The Deputy Ombudsman is an executive manager accountable to the Ombudsman for directing and managing a team of professional staff to ensure a high quality of complaint analysis, investigations, decisions and recommendations in accordance with the Ombudsman Act and the Public Interest Disclosure Act. This includes oversight of investigations; joint oversight of the intake unit; inquest recommendation monitoring; provision of leadership; program direction and evaluation; supervision, including performance management; professional development of staff and resource management. The Deputy Ombudsman is responsible for setting and meeting service objectives and standards, supporting strategic planning and leading/assisting in the development of policies and public communications. The Deputy Ombudsman acts in the Ombudsman’s capacity during his/her absence.
